ISO 21001 Certification — Educational Organisations Management System for Schools, Colleges, Universities and Training Institutes in India

What is ISO 21001 Certification?

ISO 21001 is the internationally recognised Educational Organisations Management System (EOMS) standard, published by the International Organisation for Standardisation (ISO) in 2018. It provides a common framework for organisations offering educational products and services to enhance the satisfaction of learners and other beneficiaries.

ISO 21001 is distinct from ISO 9001 in its focus on the interaction between the educational organisation and its learners — recognising education as a process of co-creation, engagement, and knowledge facilitation rather than service delivery alone. The standard also promotes inclusivity, equity, ethical conduct, and social responsibility, ensuring that education remains accessible, fair, and responsive to all interested parties.

The standard is applicable to all types of educational organisations — formal, non-formal, and informal — regardless of size or delivery method. The current version is ISO 21001:2018, which has been updated in 2025. Organisations currently certified to ISO 21001:2018 should plan for transition to the updated standard within the given timeline.

ISO 21001:2025 Transition Notice

Companies currently certified according to ISO 21001:2018 should complete the transition to the new standard within a given timeline in order to maintain the validity of their certification. Organisations planning for initial certification should target compliance with the updated ISO 21001:2025 standard. Contact an accredited certification body for current transition timelines.

Benefits of ISO 21001 Certification for Educational Institutions
Learner Success
Directly correlates management processes with improved student learning outcomes. ISO 21001 empowers institutions to deliver more effective and efficient educational services, offering a customised experience to every learner while supporting those with special educational needs.
Global Standing
Makes the institution more attractive to international students and partners. ISO 21001 certification provides worldwide recognition of educational quality — internationally comparable benchmarks for quality development and fair competition across borders.
Process Consistency
Eliminates administrative errors in student data and curriculum planning. ISO 21001 requires clearly defined and documented processes, development of internal quality capability, and active staff participation in change and development processes.
Inclusivity
Provides a framework for serving learners with diverse backgrounds and abilities. ISO 21001 includes Accessibility and Equity as one of its 9 core principles, ensuring education remains accessible and fair for all learners.
Optimised Resources
Ensures educational materials and facilities are used efficiently. ISO 21001 helps educational providers optimise resources, reduce duplication, and embed sustainability and resilience into their operations.
Brand Authority
Displays commitment to educational excellence verified by an impartial body. Successful certification provides evidence of high quality service, better initial position for government contracts, and access to international markets.
ISO 21001 Certification Process
1 Application and Quotation — The organisation submits an application to an accredited certification body providing information on the scope, size, and nature of educational services offered. The certification body prepares a quotation
2 Documentation Review (Stage 1 Audit) — The certification body evaluates the organisation's documentation and company records. The audit determines readiness for the Stage 2 certification audit — confirming the EOMS has been operational for a sufficient period and has been subject to internal audit and management review
3 On-site Certification Audit (Stage 2 Audit) — Experts review compliance of actual activities to ISO 21001 requirements and company records on-site. The purpose is to verify that the EOMS is fully implemented and effective across the organisation
4 Close the Gap — The organisation identifies and implements measures to correct the root cause of any non-conformances identified during the audit
5 Certificate Issuance — The ISO 21001 certificate is issued. The internationally recognised certificate and certification mark can be used on branding and promotional material
6 Surveillance Audits (Year 2 and Year 3) — Annual audits are required to maintain certification validity. A Surveillance Audit 1 is conducted in Year 2 and a Surveillance Audit 2 / Recertification Audit in Year 3

General frequently asked questions

ISO 21001 and ISO 9001 share approximately 80% textual correspondence — both are management system standards built on the Harmonised Structure (Annex SL). However, they differ fundamentally in scope and focus. ISO 9001:2015 is a general Quality Management System standard applicable to all industries, focusing on customer satisfaction and service delivery broadly. ISO 21001 is distinct in its focus on the interaction between the educational organisation and its learners — recognising education as a process of co-creation, engagement, and knowledge facilitation, rather than service delivery alone.

ISO 21000 is not an educational management standard. It is a different standard related to the framework for audiovisual media services. The educational management standard you are likely looking for is ISO 21001 — the Educational Organisations Management System (EOMS) standard published by ISO in 2018.

ISO 21001 certification is applicable to any educational organisation that provides learning, training, or research-based programmes to develop learner competence. This includes: K-12 schools, Pre-schools and early childhood education centres, Colleges and higher education institutions, Universities and research institutions, Adult education centres, Vocational education and training centres, Training institutions, Special education schools, EdTech providers managing digital and distance learning platforms.

ISO 21001 certification provides key benefits across three groups. For the institution/provider: successful certification provides evidence of high quality service; greater success when tendering for public sector contracts; access to international markets and partnerships; process optimisation using the Plan-Do-Check-Act (P-D-C-A) cycle; clearly defined and documented processes; development of internal quality capability; motivation of staff through structured development processes.

The key documentation required for ISO 21001 certification includes: documentation demonstrating the context of the organisation and its educational mission; evidence of leadership commitment and the EOMS scope; documented risk communication and personal management processes; documented development, planning, control, and implementation of educational concepts and services; monitoring, measurement, analysis, evaluation, and improvement records; training records for staff; internal audit records; and management review records.

ISO 21001 certification is not legally mandatory for schools or educational institutions in India. However, it is increasingly recognised as an independent measure of an education provider's quality.
