Step by Step Process to Apply for Health Trade License MCD
If you are running a shop, restaurant, food business, manufacturing unit or any trading/storage activity in Delhi — it may be mandatory to obtain a Health Trade License. This license keeps your business compliant with public health and safety norms — without penalties, sealing, or business interruption. Officially this license is given through the Municipal Corporation of Delhi (MCD) and comes under the DMC Act, 1957. For smooth filing and expert support, eFiling Company provides trusted assistance.
Good news: Now the entire process is largely online, and the average processing time shown on MCD portal is ~1 day (may vary according to trade/type).
Step 1 — First of all: Confirm Jurisdiction
Which municipal area does your property fall under — MCD (North/South/East or unified MCD), NDMC, or Delhi Cantonment? If you apply to wrong jurisdiction, your application may get rejected. If in doubt, check the address of local municipal ward/notice board or online portal.

Step 2 — Decide: New / Renewal / Transfer / Duplicate
New: If you are applying for it for the first time.
Renewal: Licence is usually time-bound (see validity below).
Transfer: If the property/business owner has changed.
Selecting this is important while filling the form.
Step 3 — Create an online account / go to the portal
Create an account on the official web-portal of MCD (Citizen portal / HTL section). Open the form carefully — nowadays most of the processes are online: fill the form, upload documents, pay the fees. (NDMC portal also tells almost the same steps: fill -> pay -> wait -> download).
Step 4 — Filling the Application form (tips)
The form asks you for:
-
Nature of Business (restaurant, storage, manufacturing, trading)
-
Address & plot/ward details
-
Ownership proof / rent agreement & NOC from owner if rented
-
Contact details, PAN/Aadhaar of proprietor or company details
-
Keep saving the form and preview it before final submission.
Step 5 — Checklist of Documents (which are commonly asked for)
Important: Exact documents may vary a bit as per Municipal rules. Below is the typical list — check it on the official portal and upload it finally.
-
Identity proof (Aadhaar / PAN) of owner/authorized person
-
Address proof of business premises (Electricity bill / rent deed / ownership documents)
-
PAN of firm/company (if applicable)
-
Certificate of Incorporation / Partnership Deed (agar company/partnership)
-
Proof of possession / rent agreement + NOC from owner (agar rented)
-
Occupancy Certificate / Building plan (if municipal/land records require)
-
FSSAI registration/certificate (for most food businesses) — if applicable, upload copy
-
Fire NOC (for certain businesses like hotels, large restaurants) — if applicable
-
Tax receipt / property tax proof / latest challan (as demanded)
-
Passport-size photo / layout/plan of premises (if requested)
Pro tip: Scan all documents clearly, keep filenames simple (eg. PAN_proprietor.pdf, NOC_owner.pdf) — portal errors come to work.
Step 6 — Payment of Fees
After submitting the form, the fees have to be paid online — the portal usually provides multiple payment options (netbanking, card, UPI). Fees are calculated according to the business type and risk category — fees for small shops and restaurants are different. Exact fee will be calculated on the portal when you fill in the form details.

Step 7 — Verification / Inspection
Instant licences: MCD has made arrangements to generate instant HTL for some trades (but strict conditions and documentation are mandatory). Recent circulars have also formalized/ tightened the instant licence rules — meaning if documents are missing/ wrong then the licence can be void or there can be penalties. So give the correct details.
Physical inspection: In some cases, the MCD inspector can visit the site — for cleanliness, storage conditions, fire safety, layout etc. Whatever deficiencies are found during inspection, you have to rectify them.
Step 8 — Approval & Licence download
Once the verification is passed, the licence is issued from the portal — you get the download/print option. It is important to save and display it on the premises.
Timeline: Usually MCD used to approve applications in a few days (7–15 days common estimate), but in cases of verification/inspection, the timeframe can increase; after recent reforms, authorities are trying to make approvals faster. If the application is pending, keep checking the status on the portal.
Step 9 — Validity & Renewal
MCD has brought some changes in the licence validity and renewal rules (latest office orders discuss multi-year validity provisions). The validity of the license and the renewal timeline will be clearly written in the portal/office order — it is important to renew it on the renewal time, otherwise a penalty could be imposed.
Common pitfalls & practical tips
-
Wrong jurisdiction — Many people apply wrongly due to confusion about nearby NDMC/MCD. Confirm first.
-
Incomplete documents — The portal allows “instant” licence but if the documents are not post-facto correct, the licence can be cancelled. Always keep the original documents ready.
-
FSSAI / Fire NOC mismatch — FSSAI is required for restaurants; a big restaurant also needs a fire safety NOC. Get these first, otherwise licence processing will be delayed.
-
Address mismatch — Electricity bill / rent deed / occupancy certificate should be at the same address.
-
Keep receipts & screenshots — Keep a copy of Fees payment and final license download safe.
What to do if application is pending?
-
Check portal status (through application ID).
-
If portal is showing any deficiency, upload missing documents.
-
If there is a lot of delay, contact local MCD ward office (with application ID).
-
If there is any mistake/clarification, approach helpline/email/ward office – sometimes it gets expedited through manual intervention.
Typical Documents Checklist
Note: Portal/zone-specific requirements may vary — final list will be confirmed on the portal.
-
Proof of identity of owner(s) — Aadhaar / PAN / Voter ID / Passport.
-
Proof of address of premises — rent agreement or ownership deed / electricity bill.
-
Proof of ownership/lease of premises (NOC from owner if rented).
-
Site plan / layout sketch of premises (showing kitchen, storage, toilets etc.).
-
FSSAI license (if food-related business) — FSSAI registration or license.
-
NOC from Fire Department (if required — e.g., commercial kitchens).
-
Water supply/drainage arrangement details.
-
Annexures/declarations as per portal (undertaking for hygiene, no vector breeding etc.).
-
Partnership deed / Incorporation certificate / MOA (if company or firm).
-
Recent passport-size photo of proprietor / authorised signatory.
-
Payment receipt / challan.
(MCD has simplified the documents in some cases and reduced the number of required documents — but please still upload accurate proofs.)
What is looked at during the inspection? — Under the supervision of the inspector
-
Premises cleanliness and pest control.
-
Food storage temperature & segregation (if it is a food business).
-
Drinking water & drainage arrangement.
-
Waste management (garbage storage, timely disposal).
-
Proper ventilation, lighting, and structural safety for customers & staff.
-
Employee hygiene arrangements (toilets, washbasins).
-
If some deficiencies are found during the inspection, you will receive a corrective action notice — issues have to be resolved and then requested again.
Recent changes / important policy notes
-
MCD has introduced Instant Health Trade License and simplified procedures (options to generate directly from portal for some trades) — but norms have also been tightened which includes strong action to void license on misrepresentation and fee forfeiture. So fill the application speaking the truth — falsification can lead to license cancellation.
-
Discussions are going on regarding licensing consolidation through Central/State efforts (single-window reforms) — there may be some exemptions or integrated approvals in future (e.g., simplification for FSSAI/GST registered businesses). Even then, it will be safe to follow the current portal rules for today.
I know licence forms and paperwork are boring – and running a business is already tough. But this licence gives trust to your customers and saves you from future hassles (sealing, penalty). With a little attention and correct documents, you can complete this work online in 1-2 days (inspections and approvals are separate issues, but the portal part is fast).
